Definition

In the Regulatory Services Division of the Utilities and Transportation Commission, under close supervision, assists higher level regulatory program specialist in professional activities related to investigating and regulating privately owned public utilities or transportation companies.  This includes assisting in organizing and managing consumer issues in a caseload of non-general rate cases; docketed tariff revisions; single tariff proposal notices; and initial, informal and non-docketed consumer complaints.

Typical Work

Assists in planning, preparing, coordinating and conducting technical research studies, investigations or projects regarding public utility or transportation regulation, including quality of service, for publishable reports and recommendations to the Commission; 

Assists in advising and consulting with utility subscribers and customers, other governmental agencies, civic or service organizations and regulated company employees regarding application, interpretation or revision of Commission rules, policies and orders; rates or conditions of service; and type, quality and adequacy of service; 

Assists higher level professionals in receiving, evaluating, investigating and mediating non-general rate case tariff revisions or initial, informal non-docketed consumer complaints concerning rates, service or customer notice for all regulated utilities; 

Assists in facilitating meetings of groups seeking remedy of grievances; and adjustment or extension of utility service; 

Assists the project leader of interdisciplinary committees, study teams and special task forces formed to evaluate issues, present options and recommend Commission action on significant rate, service, notice or policy issues; 

Assists in coordinating promulgation of Commission administrative and procedural regulations; 

Performs other work as required.

Knowledge and Abilities

Knowledge of:  basic research methodologies; current social and political developments; sources of pertinent data; business principles and practices; basic computer programs and applications. 

Ability to:  speak and write clearly and concisely; work effectively with members of the public and co-workers; practice tact, courtesy and discretion; read, understand and clearly explain technical documents; take a logical and rational approach to problem solving.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Desirable Qualifications

An Associate degree and two years of experience conducting professional level research, dispute resolution, investigation, or claims adjustment.   

A Bachelor's degree will substitute for the above.  

OR 

An Associate degree and one year of experience with the Utilities and Transportation Commission.   

OR 

Three years of experience with the Utilities and Transportation Commission.
