Positions in this series perform a full range of economic, financial, or policy analysis and technical assistance in the field of public utility and transportation regulation. The levels within the Regulatory Analyst series are distinguished based on the complexity of the issues, level of required analysis and technical assistance, and other regulatory projects assigned; the amount of supervision or guidance required and/or received from others; team leadership responsibilities; the level of technical expertise and competencies required in order to perform the assigned work; and the scope and impact of the recommendations made by the analysts.

This is the first level of the series. These positions perform basic economic, financial or policy analysis and provide technical assistance on basic and routine regulatory matters. The work assigned is on issues that are considered basic and routine (non-complex) a majority of the time. Previous documents, rules, orders, laws, processes, procedures are available to support/guide the incumbent in making a recommendation. The work is structured and is performed within narrowly established guidelines. The issues/tasks are repetitive in nature and require little judgment. The effect of the filings/issues on parties involved is considered small and/or minor. The supervisor provides work direction and expected outcomes. Close supervision is provided to the incumbent until tasks are well known and then can be performed without close supervision. On assignments which may contain a portion of a complex issue, close supervision and guidance are provided by either the supervisor or higher level analyst.

Review, analyze and process assigned tariff revisions that implement or make a change to the surcharge recovering municipal utility taxes;
Collect and analyze data comparing the rates for utility service in multiple jurisdictions or from multiple companies;
Review, analyze and process an interconnection agreement filed for approval by two telecommunications companies;
Review, analyze and process a tariff filing to modify the boundary between two exchanges of a local telephone company;
Assist a more senior analyst in conducting an audit of the accounting statements of an electric utility seeking an increase in rates;
Review, analyze and prepare a written report summarizing the results of the telephone number utilization reports of the North American Numbering Plan Administrator including number blocks that match criteria provided by senior level analyst;
Provide technical assistance to regulated companies by explaining the agency’s rules and procedures for filing a request to sell property no longer used to provide utility service.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

A Bachelor’s degree involving major study in economics, accounting, business or public administration, finance, social sciences, engineering, law or related field and one year of professional research or analysis experience with an institution engaged primarily in regulatory matters.
An advanced degree in one of the fields listed above will substitute for one year of the desired experience.
