Class Series Concept

Definition

In an in-training capacity, assists in the examinations for all types of factory assembled structures to determine compliance with Washington State and other mandated laws, codes, rules and regulations.
Positions at this level work under the direction of a higher-level position within the series. Positions assist with Factory Assembled Structures building plan reviews and compliance.

Typical Work

Reviews and interprets building plans, including structural design, fire and life safety designs, (for example fire resistant assemblies and emergency exiting systems), energy use design, electrical systems, plumbing systems, fire sprinkler systems and mechanical systems; compares such plans to state adopted building codes and established national standards and requires non-complying designs to be corrected before approval consideration;

Reviews and interprets factory quality assurance programs for recreational vehicle and park model RV manufacturers; compares such programs to established standards and state requirements;

Reviews welding and concrete inspection reports from special inspectors, including engineers, architects, concrete and welding inspectors;

Reviews structural observation reports from engineers and architects;

Advises, coordinates and reviews plans with architects, engineers, manufactured home, factory-built housing, commercial building, RV, PMRV, vendor unit, mobile medical unit, temporary worker housing and commercial coach trailer manufacturer owners and dealers, manufacturers and the general public;

Verifies applications for issuance of state insignias and permits;

Works cooperatively with manufacturers and building inspectors in the interpretation and enforcement of requirements for factory-built housing, commercial structures,
manufactured and mobile homes, commercial coaches, RVs, PMRVs, conversion vendor units, mobile medical units and temporary worker housing units; and the preparation of effective correspondence;

Under direction of the FAS Senior/Specialist or FAS Supervisor, at intervals may be assigned field inspection duties at locations in state or out of state;

Attends continuing education training to stay current on professional licenses and certifications. Stays current on knowledge in relevant fields of building technology;

Prepares and presents training to staff and external program stakeholders;

Serves on statewide and national committees;

Participates in investigations and fieldwork;

Assists in development of program policies, procedures and communications;

Performs other work as required.

Knowledge and Abilities

Knowledge of: basic construction, mathematic and mechanical practices; applicable federal, national and state laws, codes, rules, regulations and standards on the manufacture, distribution and installation of factory built commercial buildings, factory built housing, manufactured and mobile homes, commercial coaches, RVs, PMRVs, conversion vendor units, mobile medical units and factory temporary worker housing units.

Ability to: read and interpret blueprints and apply applicable rules and regulations; explain technical requirements to professionals, laymen and other stakeholders; meet and deal effectively with others; prepare clear and concise reports.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Desirable Qualifications

Four years of experience: 

At journey-level in the building construction trades/craft(s) such as a licensed plumber or electrician, including one year of experience in an official capacity, reviewing and approving building plans for construction; 

OR

As a plans examiner or commercial building inspector with a governmental jurisdiction;

OR

As a supervisor of building construction in the manufacture or inspection of manufactured homes, factory built commercial buildings, commercial coaches, factory-built housing, RVs, PMRVs, conversion vendor units, mobile medical units or factory built temporary worker housing.
College training in structural, electrical or mechanical engineering or architecture may be substituted, for a maximum of two years of the four years of experience.

Certification by the International Code Council as a building plans examiner, building official or building inspector.
