This is the supervisory level of the series.  Supervises weight and measures compliance specialists.  Performs a wide scope of complex duties.  Exercises independent judgment in the course of conducting the mission of the programs.  Provides technical assistance and expert advice to regulated industry. Assists in setting program goals; developing and standardizing education, training and enforcement programs and implements new processes and inspection methods.  Conducts compliance audits on licensed weighmasters and registered service agents. 

Supervises, instructs and assigns work to weights and measures compliance specialists in field, participates in personnel decisions involving field staff including recommendations for hiring, assignment, promotion and discipline;

Manage and set priorities for their assigned geographic area;

Collaborate and coordinate with the Program Manager in setting program goals, developing enforcement strategies and implementing new processes;

Reviews reports prepared by subordinates for completeness and for use in legal proceedings; evaluates statistics and reports on staff and program productivity;

Acts as departmental expert in inspection and testing of weighing and measuring devices for accuracy, rechecks and tests scales, meters and other measuring devices where disputes arise, confiscates or condemns inaccurate devices, evaluates device audit trails for evidence of fraud;

Conducts compliance audits of public weighmasters’ and registered service agents;

Acts as departmental expert in packaged commodities; instructs specialists in detecting ways and means through which public may be defrauded by deceptive means;

Investigates consumer complaints of short weight, count, or volume; gathers evidence and presents complaints against violators; testifies as state witness; orders short-weight, short-measure of short-count merchandise off sale;

Travels to any area of state to provide training and assistance to field inspectors, licensees, device owners and other regulatory agencies;

Supervises training standards and qualifications for Weights and Measures Compliance Specialist 1 and 2;

Conducts high risk inspections and partners with other regulatory enforcement officials, schedules the use and maintenance of shared specialized equipment such as heavy capacity scale trucks, LPG test units, fuel dispenser test trailers, special weight kits;

Provides expertise and supervision for the conduct of the motor fuel quality program;

Provides technical expertise and maintains a working relationship with industry, business operators and other stakeholders;

Participates in regional and national weights and measures association conferences to develop specifications, requirements and standards; 

Leads or participates on a team to perform emphasis inspections involving a number of inspectors on specific devices in a limited geographical area;

Leads or participates in process improvements including the development of Information Technology and data systems;

Keeps records and prepares reports of inspections made;

Performs other work as required.

Knowledge of: applicable state laws and rules, National Institute of Standards and Technology Handbook 44 and other information relative to the enforcement of weights and measures laws and rules; various types of weighing and measuring devices; physical principles involved in operation of weighing and measuring devices; mathematical concepts and principles; principles of effective instruction and supervision.

Ability to: supervise and train inspectors in field; interpret and apply laws relating to weights and measures; inspect and test weighing and measuring equipment; establish and maintain cooperative relationships with businesses, prosecutors and public; identify, gather, preserve and present material, relevant and pertinent evidence; write and speak clearly, concisely, accurately, and informatively.

Four years’ experience as a weights and measures inspector.

OR

Experience in the design, inspection, maintenance, repair and/or installation of weighing or measuring devices or college education with major course work in mathematics, chemistry, physics, engineering, electronics, criminal justice, business administration or allied fields will substitute on a two for one basis for a maximum of two years of the weights and measures inspector experience.

Note:  A valid license to operate a motor vehicle is required. Positions in this class may also require a Commercial Drivers’ License (CDL).
