Definition

Within the Liquor and Cannabis Board, functions as a first-line supervisor for a team of LCB Enforcement Officers that enforces state liquor, marijuana and tobacco laws, by conducting investigations, financial audits, on premise inspections, citing and arresting violators; and provides education. 

OR;

As the training officer, administer and supervise the Enforcement and Education Divisions Training and Field Training Officer Program; supervises officers while assigned to the Criminal Justice Training Center Basic Law Enforcement Academy; work with first line supervisors to assign, schedule, evaluate and conduct performance management of staff who have assigned training duties.

Typical Work

As a first-line supervisor, provides technical advice, information, assistance and direction for LCB Enforcement Officers 1, 2 and 3, assigned investigators and office staff;

Coordinates schedules of team members to ensure adequate coverage to address work issues within a geographical area; approves leave requests;

Advises officers on laws, regulations, policies and procedures pertaining to liquor, marijuana, youth access to tobacco and tobacco tax enforcement;

Works with officers to assist in enforcement efforts; perform misdemeanor and felony arrests when required; write administrative and criminal citations;

Prioritizes, assigns, distributes and monitors progress of work team members; is a participative member and facilitator for the team; assists in the development of methods, materials and classes sponsored by the department;

Reviews for accuracy all documents, reports, notebooks schedules and calendars; track and approve all payroll documents;

Facilitates team meetings; monitors tracking of regional documents; leads team in development and implementation of preventive enforcement concepts;

When assigned, investigates complaints against officers and compiles a fact based report;

Promotes workforce diversity and motivate subordinates through positive mentoring, coaching and counseling;

Manages petty cash funds;

Performs complex criminal and regulatory investigations of a sensitive nature;

Works undercover investigations; maintains investigative funds and evidence log and storage facility; plans and supervises operations involving multiple law enforcement and regulatory agencies; approves or performs vehicle stops of suspected marijuana and tobacco purchase violations; acts as liaison between local law enforcement in assigned area and board personnel; based on assignment may conduct new licensee briefings for liquor, marijuana and tobacco licensees, local law enforcement training, civic group training on liquor, marijuana and tobacco laws;

May perform the duties of an LEO 2 during their absence;

May act as the Captain in their absence;

Performs other duties as required.

Knowledge and Abilities

Knowledge of: Principles of efficient supervision and management; state liquor, marijuana and tobacco laws; laws of arrest; search and seizure; criminal procedure, rules of evidence; constitutional law; divisional procedures; firearms use and safety. Ability to: Secure and maintain evidence and testify in administrative hearings and courts of law; interact with diverse groups; remain calm/rational when communicating with irate/intoxicated people; maintain documentation regarding work activities; write concise, accurate and timely reports; supervise and train subordinate LCB Enforcement Officers; successfully complete the Criminal Justice Training Commission First Line Supervisor Certification training; exercise objective and mature judgment in a wide variety of public contacts; communicate effectively, both orally and in writing; establish rapport with law enforcement personnel from local, state, and federal agencies; organize work time and complete assignments with minimal supervision; gather, preserve, and present evidence; conduct and complete a wide array of investigations; prepare and analyze comprehensive written reports.

Desirable Qualifications

Two years of experience as a LCB Enforcement Officer 2 or 3.
