This is the supervisory or technical specialist level of the series.
Supervises Industrial Hygienists. May also supervise other professional staff.

Policy specialist with authority for compliance/consultation operations or a major technical area (i.e. respirators, asbestos, process system safety, lead, confined space, Lock-Out-Tag-Out,) as designated in writing by the L&I Assistant Director of DOSH.

OR 

Acts as either a regional or statewide hearing for first-level appeals of fines and citations at informal appeal conferences on occupational health cases; prepares informal appeal cases, information and documentation which may include preparation for transferring cases to other jurisdictions in the statewide appeals office.

Designated in writing by the Assistant Director for Division of Occupational Safety and Health, is an industrial hygiene technical specialist for one or more industrial hygiene or occupational health fields including compliance assistance.

Internal Training Development Specialist in the development and conducting of training programs, guidelines, presentations, workshops and publications, in the area of occupational health hazards. 

OR 

In the SHARP program, assigns, monitors and reviews specific research projects as determined by SHARP management and is responsible for developing and coordinating required technical support for other SHARP professionals.

Solely administers the comprehensive industrial hygiene program for an institution.

OR

Conducts Division of Occupational Safety and Health (DOSH) IH Internal Performance Audits.

OR

Directly supervises regional team of industrial hygiene consultants, providing educational outreach about consultative services to employers; performs (DOSH) supervisory duties with primary responsibility for interpretation and application of the Consultation and Compliance Field Operations Manuals.

Directs issuance of necessary compliance citations or reports; ¬
Guides staff through complex and contentious inspections and/or investigations that include unusual or complicated legal constructs;
Conducts administrative hearings for re-assumptions and participates in appeal hearings as required;
Reviews and approves reports and reviews activity and inspection reports of hygienists to evaluate performance; maintains consistency of inspections and citations and policies;
Reviews claim information and complaints, or requests for consultative assistance, to determine where special attention is needed and assigns Industrial Hygienists for further investigation; receives and initiates reports and correspondence and reviews sampling data and other material presented by field hygienists on compliance investigations;
Coordinates regional field activities with DOSH and regional team relating to inspections, directives and standards implementation and training;
Identify special field equipment, protective clothing or information needs and coordinates acquisition;
Researches, develops, drafts and recommends polices and interpretations of industrial hygiene rules affecting employers statewide; Updates existing rules and develops new rules to respond to emerging hazards and changes in National standards;
Writes training material and conducts in-service training courses for safety and health inspection personnel;
Reviews and approves asbestos course sponsor training courses, including manuals course work and instructors for compliance with regulations; monitors courses for compliance and approves asbestos contractor applications for certification;
Supervises, directs, and monitors industrial hygiene staff activities under SHARP; assigns, monitors and reviews specific research projects as determined by SHARP management and is responsible for developing and coordinating required technical support for other SHARP professionals; plans, coordinates and monitors activities related to industrial hygiene surveys to obtain research data;
Utilizes and provides high level skill, knowledge and expertise in support of the activities of the DOSH or the Safety and Health Assessment and Research Program (SHARP) in subject matters such as hazardous waste pesticides, reproductive hazards, ergonomics, and other significant and current identified health issues;
Researches, reviews and analyzes data, industry trends and state of the art information on health hazard issues; coordinates field training for specific hygiene activities, interacts with other agencies and universities to access available information; develops and implements studies/projects;
Reviews and makes recommendations on health standards and directives.

Knowledge of: principles and concepts of supervision, education and training and reduction of occupational and environmental hazards and diseases; standard procedures required for identification and measurement of all common occupational health hazards; sampling and direct measuring techniques for gas, dust, vapor, noise and non-ionizing radiation; industrial processes and agricultural chemicals, chemical by-products and the conditions under which they become health hazards; regulations, policies and procedures of the Department of Labor and Industries and other state agencies, and institutions of higher education, relative to occupational and environmental hazards and diseases.
Ability to: evaluate industrial hygiene sampling and survey data; determine the extent and urgency of corrective action necessary; provide guidance to field personnel; make independent decisions and recommendations. Ability to use and apply legal theory in decision-making.

Some positions may require certification as a Certified Safety Professional (CSP) granted by the Board of Certified Safety Professionals and/or Certified Industrial Hygienist (CIH) granted by the American Board of Industrial Hygiene.

Five years’ experience as a DOSH Industrial Hygienist, of which two years must be at the IH 3 level.

OR

A Bachelor's degree involving major study in occupational safety and/or health, industrial hygiene, chemistry, physics, chemical, mechanical or sanitary engineering, environmental science, nursing, medicine, biology or related field. 

AND

Five years of professional experience as an industrial hygienist or environmental professional, in the field, or in governmental enforcement, or program implementation activities of industrial hygiene programs, including at least three years of experience as an industrial hygienist or equivalent.
A Master's degree involving major study in industrial hygiene or related field can be substituted for one year of industrial hygiene or related field experience.
Must possess a valid driver’s license.
