Positions in this occupational category research, review, evaluate, and recommend modification or approval of oil spill prevention plans, contingency plans, or specific prevention or inspection programs. Positions ensure compliance with state and federal marine transportation laws for vessels operating in Washington State navigable waters. Positions apply Office of Marine Safety standards for the prevention, detection, containment, and response capabilities associated with oil spills upon Washington State's navigable waters.

These positions work under close to general direction of a higher-level specialist.  Positions review and approve vessel contingency plans, oil spill prevention plans and other regulatory programs.

Identifies and resolves threats to the safety of marine transportation and in planning for a response in the event of a vessel oil spill; 

Assists in the development of policies, rules, and procedures for the implementation of oil spill prevention plans, contingency plans, or inspection programs; 

Assists in developing a tracking program to ensure that all information related to approved contingency plans, oil spill prevention plans, and inspection programs is up-to-date and readily accessible to program managers; 

Assists in providing information and assistance to the public and to the regulated community on marine safety, spill prevention and response, and compliance with OMS regulatory programs; 

Researches, reviews, evaluates, and recommends modifications, or approves moderately complex oil spill prevention plans, contingency plans, or other inspection programs.

Positions typically require a Bachelor's of Science or Master's degree in Naval Architecture, Marine Engineering, or closely related field AND one year of experience in vessel design or shipyard project inspection.
