Definition

Responsible for the campus wide security program in a juvenile rehabilitation institution or facility. Supervises staff in the safety and security of residents, staff and visitors in compliance with agency and institution or facility goals, policies and guidelines. Maintains contact with all institution or facility staff in matters related to security and/or transportation of residents.

Typical Work

Supervises the security program at an institution or facility; develops, implements and monitors security policies and procedures; communications and coordinates with administration and staff on security issues;

Supervises, trains and establishes staff work schedules; prepares time sheets and conducts staff evaluations; conducts interviews for new hires; checks references; conducts new hire orientations; interviews intermittent officers and makes recommendations to Superintendent;

Coordinates transportation;

Oversees and supervises the handling of new youth arrivals; reviews legal files and processes through the health center;

Prepares necessary reports; maintains statistics on institution or facility activities,
including absconder incidents;

Serves as Incident Commander when there are absconders, including making assignments to security staff; issues equipment; maintains communications with law enforcement agencies; radios communications with staff involved in searches; assures appropriate staff and others are notified;

Knowledge and Abilities

Knowledge of: causes and treatment of juvenile legal system involved young people; human growth and adolescent development; state juvenile justice system; operating principles and treatment philosophy of a juvenile rehabilitation system; interagency procedures; state laws, regulations and administrative codes pertaining to juvenile legal system involved young people determinate sentencing; crisis intervention and processes and techniques of de-escalation of situations; work group supervision and facilitation of youths; management and supervisory theory and practices; case management; community resources; verbal and written communication; report writing; negotiation and mediation techniques; community networking; contract negotiation and writing.

Ability to: apply and implement juvenile rehabilitation system laws, policies, procedures and philosophy; interview and counsel youths; motivate youths and maintain organization; recognize and identify problems and needs of youths; assess crisis and problematic situations; remain calm, take control and de-escalate dangerous situations; gain confidence and trust of youths; use authority constructively; provide individual, group, and family counseling; direct and supervise groups; direct and supervise staff; manage and implement projects and programs; negotiate and write contracts; communicate clearly and effective verbally and in writing; network with groups, agencies and community; represent agency in a professional and positive manner.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification.  It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Desirable Qualifications

High school graduation or GED equivalent

AND

Four years of relevant experience (full-time equivalency) in counseling, criminal justice, education, psychology, behavioral health, sociology, or social service.

OR

One year experience as a Juvenile Rehabilitation Officer 3.

OR

Two years as a Juvenile Rehabilitation Officer 2.

A valid driver’s license is required for these positions.
