JUVENILE REHABILITATION PROGRAM MANAGER

Definition

Directs and supervises institution facility shift supervisors and counseling staff in the implementation of facility programs within a clinical treatment model;

Distinguishing Characteristics

1. Organizes, directs and monitors three or more regional juvenile youth special treatment and/or service programs. Examples include parole, contracted residential group homes, diagnostic, Drug/Alcohol, “Sex Offender,” Life Skills Centers. Supervises program staff and monitors contracted staff in the implementation and delivery of services. Coordinates with contracted providers and reviews and tracks expenditures. Participates in program policy and procedure development and program reviews; or

2. In juvenile rehabilitation institution or facility, serves as an assistant to the Superintendent to oversee coordination of intake and transportation for the facility, court liaison functions, training, safety and hiring and scheduling of intermittent staff; or supervises and directs staff in the rehabilitation treatment of youth and has responsibility for weekend and evening facility operations; or

3. In an assigned unit of a juvenile rehabilitation institution or facility, supervises and directs the clinical and operational work of counseling and supervisory staff in the treatment and case management of youth. Develops, implements and monitors unit program for compliance with Juvenile Rehabilitation Division policies, procedures and clinical and operational standards; or

4. As the designated assistant to the Community Facility Administrator, assists in the operation of a juvenile residential institution or facility.

Typical Work

Ensures the safe and secure operations of a 24/7 unit; assigns casework to staff; monitors staff performance and completes performance evaluations; provides consultation and guidance to staff;

Responsible for community facility operations and/or program in absence of the Community Facility Administrator;

Develops, implements, coordinates, organizes, manages and directs regional youth special treatment and/or service programs; supervises program staff and oversees and monitors contracted staff in the implementation and delivery of services; participates in the development and review of programs and program policies and procedures; maintains program manuals;

Maintains agency and interagency communication on treatment, management and policies to meet facility objectives; Works with administrators, providers and community agencies to assess resources; compiles and interprets data for reports to regional administrator; assists in producing program evaluations;

Manage community facility resident accounts and reports;

Monitors services and reviews case files; meets with program staff to provide consultation and technical assistance on juvenile rehabilitation programs and policies;

Participates in searches for absconders; de-escalates crisis situations and assists in breaking up physical altercations between youth; serves as officer of the day or
Designated Suicide Prevention Specialist on a rotational basis;

Investigates absconders and other incidents; refers youth for prosecution of new offenses; conducts investigations of inappropriate behavior by youth or staff; completes reports for possible legal action;

Serves as liaison between facility and juvenile rehabilitation community diagnostic units statewide; coordinates with diagnostic coordinators statewide regarding the approval or disapproval of facility for youth; makes arrangements for youth placements;

Screens court referrals for appropriateness; reviews computer referrals to screen referrals from other facilities for appropriate placement of youth and makes necessary changes;

Serves as Intake Coordinator; intake paperwork to include history, medical and other needs and housing assignment for youth; distributes paperwork to appropriate personnel;

Provide oversight of youth and young adult community accountability, mandatory agreements and public safety requirements;

Oversee community reentry youth and young adult programs to include school, faith-based, vocational trades, employment, tribal communities, medical and treatment providers;

Serves as court liaison, transportation coordinator and staff training coordinator; coordinates transportation arrangements with security for youth court appearances throughout the state; serves as court liaison and monitors case management treatment to the Department of Correction youth; coordinates transfers of young adults to DOC; provides information to Classification Counselors regarding DOC young adults; provides input in determining level of security for DOC young adults; coordinates major incident reviews; maintains and provides documentation of incidents;

Conducts administrative reviews on youth complaints, restitution hearings, transfer hearings and prosecution referrals regarding assaults; meets with youth and staff to resolve conflicts; determines if a law has been broken and screens for referral to court or other process;

Administers the campus-wide recreation program; provides training and is responsible for supplies and coordination with staff; provides cultural awareness and sensitivity training to staff and youth; identifies training needs and obtains appropriate materials; coordinates and facilitates training for staff; manages volunteer program; screens and interviews volunteers; ensures background checks; approves and/or coordinates special activities with treatment staff; verifies volunteers’ hour and travel vouchers, coordinates with volunteers for purchase of items to operate programs.

Manages the detention county contract as it relates to detention day allocations for juvenile rehabilitation commits, as well as county disposition alternative(s) reconciliations. Monitors consolidated juvenile services contract; meets with county juvenile program staff; reviews case files and activity reports; provides regional administrator updates and written evaluation reports;

Serves as safety officer; participates in safety committee meetings; reviews all claims and processes with Labor and Industries; conducts visits to units to monitor safety and health issues; conducts annual safety inspections with fire department and health inspectors; makes necessary corrections; reviews all safety communications; develops contract format and approves contracts; develops fee schedules; assists in contract monitoring;

Engages key community stakeholders and partners to enhance and expand reentry and transition supports and advocacy;

Provides consultation and technical assistance to regional sex offender coordinators, children and family services programs; law enforcement, juvenile court staff, and others;

Participates in various meeting, committees and conferences; chairs, co-chairs and/or serves as a member of committees;

Monitors and reviews regional disposition alternatives contracted program; reviews and tracks billings, expenditure material, activity reports and provides reports to regional administrator;

Plans, directs and monitors regional Chemical Dependency Treatment Program; conducts meetings with staff to coordinate services; directs data collection and evaluation of program; ensures certification requirements are met for Substance Use Disorder Professional Certification (QCDC) as required for specific positions;

Manages and directs the regional parole program; assigns to staff to cases and reports and monitors workload; conducts case load conferences to discuss situations and treatment options;

Assists in parole revocation hearings; assists staff in preparing and presenting information at parole revocation hearings; interprets and defends JRA Juvenile Rehabilitation policies at hearings before an Administrative Law Judge;

Coordinates the work experience program; provides skills training for youth; works with juvenile administrator on program changes; coordinates youth payroll and assures youth receive their pay;

Serves as staff training coordinator; provides training information to staff and coordinates with staff managers; maintains training equipment; provides training to safety committees and works with safety officers; maintains all records;

Testifies in court as an expert witness regarding decisions to retain youth or remand to DOC; speaks on programs to schools, community groups; facility touring groups and others;

Knowledge and Abilities

Knowledge of: causes and treatment of juvenile legal system involved young people; human growth and adolescent development; state juvenile justice system; operating principles and treatment philosophy of a juvenile rehabilitation system; interagency procedures; state laws, regulations and administrative codes pertaining to juvenile legal system involved young people determinate sentencing; crisis intervention and processes and techniques of de-escalation of situations; work group supervision and facilitation of youths; management and supervisory theory and practices; case management; community resources; verbal and written communication; report writing; negotiation and mediation techniques; community networking; contract negotiation and writing.

Ability to: apply and implement juvenile rehabilitation system laws, policies, procedures and philosophy; interview and counsel youths; motivate youths and maintain organization; recognize and identify problems and needs of youths; assess crisis and problematic situations; remain calm, take control and de-escalate dangerous situations; gain confidence and trust of youths; use authority constructively; provide individual, group, and family counseling; direct and supervise groups; direct and supervise staff; manage and implement projects and programs; negotiate and write contracts; communicate clearly and effective verbally and in writing; network with groups, agencies and community; represent agency in a professional and positive manner.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Desirable Qualifications

A Bachelor’s degree from a Council for Higher Education Accreditation certified institution involving major study in Psychology, Sociology, Social Work, Social Sciences, or an allied field and four years of professional experience in casework, counseling, probation and parole, social services, planning, directing and/or coordinating youth group activities or experience in a related field.

A Master’s degree in psychology, sociology, social work, social sciences, or in an allied field will substitute for one of the required years of experience.

OR

One year as a Counselor 3 or Juvenile Rehabilitation Specialist.

OR

Two years as a Juvenile Rehabilitation Counselor 2.
