Definition

In a juvenile rehabilitation institution or community facility, supervises, directs, trains and monitors counseling staff.

Typical Work

Supervises and evaluates counseling staff; oversees all shift activities; assigns daily shift duties and youth caseload to staff; reviews and assists staff with case plans and treatment groups;

Prepares monthly calendar of events and class schedules;

Trains staff and reviews reports and case plans of new staff;

Provides orientation to juvenile rehabilitation staff;

Monitors and informs staff on due dates for reports, community notifications, and court dates;

Coordinates and conducts individual and group therapy; conducts individual caseload reviews; monitors room confinements or suicide watch;

Represents cottage director at administrative meetings and other functions; attends management and other meetings;

Serves as a liaison between the facility and courts, other facilities and community treatment programs;

Transports youth to and from facility;

Assists administrator in selection of youth placement in the facility; provides orientation to new youth upon their arrival; conducts assessments;

Serves as a resource to counselors in developing treatment programs; assists in developing educational and vocational programs for residents;

Trains staff on all aspects of conducting family component of treatment;

Prepares case reports, forms and documents; maintains forms for tracking youth;

Coordinates volunteer program; supervises volunteers and contractual employees.

Knowledge and Abilities

Knowledge of: causes and treatment of juvenile legal system involved young people; human growth and adolescent development; state juvenile justice system; operating principles and treatment philosophy of a juvenile rehabilitation system; interagency procedures; state laws, regulations and administrative codes pertaining to juvenile legal system involved young people determinate sentencing; crisis intervention and processes and techniques of de-escalation of situations; work group supervision and facilitation of youths; management and supervisory theory and practices; case management; community resources; verbal and written communication; report writing; negotiation and mediation techniques; community networking; contract negotiation and writing.

Ability to: apply and implement juvenile rehabilitation system laws, policies, procedures and philosophy; interview and counsel youths; motivate youths and maintain organization; recognize and identify problems and needs of youths; assess crisis and problematic situations; remain calm, take control and de-escalate dangerous situations; gain confidence and trust of youths; use authority constructively; provide individual, group, and family counseling; direct and supervise groups; direct and supervise staff; manage and implement projects and programs; negotiate and write contracts; communicate clearly and effective verbally and in writing; network with groups, agencies and community; represent agency in a professional and positive manner.

Desirable Qualifications

One year as a Juvenile Rehabilitation Counselor 2

OR

A Bachelor’s degree from a Council for Higher Education Accreditation certified institution involving major study in psychology, sociology, social work, social sciences, or an allied field

AND

Two years of professional experience in casework, counseling, probation and parole, social services, planning, directing and/or facilitating youth group activities or experience in a related field.

A Master’s degree in psychology, sociology, social work, social sciences, or in an allied field will substitute for one of the required years of experience.
