Definition

This is the senior/specialist or lead level of the series.

Distinguishing Characteristics

Working under general direction as senior/specialist, plans, develops, designs and provides complex technical program services such as:  

  • Planning, designing and developing employment and training services;
  • Planning, analyzing, implementing, monitoring and evaluating specialized programs;
  • Performing outreach and building collaborative community relationships;
  • Serving as liaison to leadership and partners. 

OR 

Leads a unit of WorkSource specialists delivering direct services to customers and staff.  Assist supervisor with work assignments and scheduling, monitoring workloads, providing technical assistance and staff training, coordinating programs at the local level, and resolving complex WorkSource system and customer issues.

Typical Work

Represents WorkSource as a Local Veterans Employment Representative (LVER) and works with employers to promote the hiring of veterans.   

As a designated lead worker, leads a team of WorkSource specialists delivering direct services to customers and staff;  

Interprets policies and reviews, approves, and/or disapproves exceptions to policy;  

Monitors and recommends budget changes; implement, monitor and evaluate programs;  

May supervise limited subordinate staff as part of professional development, evaluates, coaches and mentors staff; schedules work assignments and resolves scheduling issues/conflicts; approves travel, training, leave, and timesheets; resolves staff grievances and issues and takes corrective action if necessary; coordinates recruitment and selection of staff;  

Performs community outreach, speaks to employer and community groups as part of  WorkSource outreach and marketing plan or for effective facilitation of services; resolves customer complaints; builds collaborative community relationships;  

Directly provides or facilitates the provision of services to all eligible persons; promotes and monitors participation of job-seekers in federally funded employment and training programs; refers job-seekers to training, supportive services, and educational opportunities; 

Contacts potential employers to identify business needs and determine job opportunities on behalf of customers; oversees and/or conducts outreach to targeted business customers to inform, educate, and coach about services and resources; understands and defines employer needs; partners in employer promotion events;  

Reviews and evaluates the effectiveness of training and technical assistance and makes recommendations for improvement; plans, develops and designs training curriculum and manuals; tests new approaches to service delivery; assists with strategic planning efforts;  

Develops and maintains relationships with businesses, partners, educational institutions, and other service providers through thorough and proactive outreach; 

Promotes, leads and facilitates continuous quality improvement processes; coordinates program and process management with partners;  

Prepares intensive course materials and lessons, using interesting and relevant assignments for students that demonstrate learning outcomes in a real-life setting; 

Creates and provides each student with clear course expectations, evaluations and timelines through carefully written topical outlines and an approved, standardized syllabus;   

Develops and provides comprehensive, customer-centered employment and training services; 

Ensures course and program learning outcomes are delivered as defined by the syllabus; 

Ensures Nondiscrimination, universal access, and equity in the delivery of services;  

Takes positive steps to ensure diversity and equity of opportunity in all employment related actions, e.g., selection, promotion, training, and work assignments;  

Performs other duties as required.

Knowledge and Abilities

Knowledge of: WorkSource programs and services; interviewing techniques and principles; agency policy and procedures; labor market trends, to include social and economic conditions; computer applications; and basic principles of supervision.  

Ability to: communicate effectively, orally and in writing, in both group or individual settings; conduct effective interviews and meetings; lead and work in a team based environment; establish and maintain effective interpersonal relationships with customers, peers, management, staff and partners; perform advanced computer applications and internet operations; work with diverse populations; manage multiple resources; work in a fast paced environment demonstrating flexibility and ability to adapt to change; and recruit and engage customers into a system that provides a multitude of services to meet their needs.  

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Desirable Qualifications

One year of experience as a WorkSource Specialist 4 within the Employment Security Department, or in an equivalent class with another state's Employment Security agency.  

OR 

A Bachelor's degree in social science, education, human resources, business administration or related field, and four years of professional level experience, in workforce development, social or human resource services, public relations, or professional public contact work, such as:  unemployment insurance, social services, human resource services, education, public relations, benefits programs, and insurance claims including one year as a designated lead worker for workforce development. 

OR 

A combination of education and/or relevant experience.

A Master's degree will substitute for one year of the required professional experience.
