Definition

Positions in this class manage the agency’s or institution’s visual media support services and conceptualize, develop, and produce visual media that supports agency-wide or institutional-wide training, informational, and educational materials needs.

Distinguishing Characteristics

The position independently designs, creates, produces, directs, and edits complex live and recorded audio-video/television programs and materials, within the guidelines of the National Television Standards Commission regulations.  The position regularly assigns, instructs and checks work of employees developing television programs, films and audio-video instructional materials for local and national distribution.

Typical Work

Plans, designs, coordinates, implements, evaluates, monitors, and revises the agency-wide program; designs, creates, produces, edits, and directs live and recorded audio-video/television programs and materials; researches latest applications, techniques and information for applicability to agency staff and programs; 

Produces, organizes, and directs all phases in the production of broadcast quality television programs and audio-visual instructional materials, including project conceptualization, establishing agreements/contracts, management of staff and client resources;  

Directs, organizes, and manages all phases of video productions such as script writing, Electronic News Gathering and Electronic Field Production videography, field and studio lighting, multi-channel audio mixing, computer graphics and single frame animation, on-line/off-line video tape editing, and time code logging; utilizes broadcast specifications computerized editing systems and related equipment; 

Provides ongoing consultation to all levels of agency management, as well as management of other state and county agencies regarding the research, design and implementation of video material; 

Builds client base for program through the production of marketing plans; creates, designs, and presents video capabilities to potential user organizations; 

Plans, forecasts, and monitors the budget for visual media support activities; calculates expenses and income that is included in the DSHS Human Resource Chargeback System; researches and proposes media equipment upgrades; 

Performs other work as required.

Knowledge and Abilities

Knowledge of:  set-up and operation of broadcast video-cameras, editing for broadcast or cable market, latest television production standards, computer skills, mathematics, public relations, client management skills, marketing, and the concepts of human resource development.

Ability to:  turn abstract ideas into tangible products with creativity and flair, work well with individuals at all levels, write creatively, identify and resolve problems in the field and studio, make minor equipment repairs, manage budget, and remain aware of and utilize state of the art technology.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Desirable Qualifications

A Media Specialist Technical Training Certificate and four years of experience in the set-up and operation of broadcast video-cameras in which footage is used for post-production and/or direct broadcast distribution, and experience editing for broadcast and/or cable markets.

OR 

A Bachelor's degree in Communications or allied field

AND

two years of experience in the set-up and operation of broadcast video-cameras in which footage is used for post-production and/or direct broadcast distribution, and experience editing for broadcast and/or cable markets. 

Additional qualifying experience may be substituted, year for year, for the required education.
