Definition

Within the Office of the Superintendent of Public Instruction or the Washington State Board for Vocation Education, provides support, technical and/or review for program compliance services in a consultative capacity. Vocational education consultative services are provided for local, secondary and adult education administrators, public or private agencies or other organizations involved in the delivery of vocational education. Consultative services provided involve the following or related program areas: curriculum development; vocational education specialty programs; compliance audits; site and facility inspections; contract review; program workshop conduction or training.

Typical Work

  • Within the Washington State Board for Vocational Education
    • Plans, coordinates, develops, and distributes the Washington State Plan for Vocational Education (Planning and Auditing Unit), or provides input for the development of the State Plan for Vocational Education relative to the assigned area of responsibility (other units within SBVE);
    • Conducts compliance audits of programs and services offered under the Washington State Plan for Vocational Education for the purpose of verifying reports and to determine compliance with appropriate Federal and State vocational education policies, procedures, and regulations, or provides input for such audits;
    • Inspects, monitors and approves schools and/or vocational programs as contracted for by Federal and State agencies;
    • Provides advice, assistance, and recommendations to other agencies, institutions, or individuals in the assigned area of responsibility;
    • Coordinates the development of statewide priorities, goals and objectives in the assigned area of responsibility and provides input for the development of statewide priorities, goals and objectives for the total program of vocational education;
    • Evaluates vocational programs and/or services and monitors appropriate evaluations conducted by other agencies;
    • Supervises the development, dissemination, and evaluation of educational materials;
    • Prepares budgets and recommends allocation of funds and other resources in assigned area of responsibility;
    • Implements regulations to administer Federal and State vocational education laws and makes recommendations for change;
    • Prepares narrative, financial, and statistical reports;
    • Plans, conducts, and/or attends conferences and workshops that contribute to the development and improvement of the unit or agency responsibility;

Performs other work as assigned.

  • Within the Office of the Superintendent of Public Instruction
    • Plans, promotes, organizes, and supervises instruction and provides in-service education in specialized vocational program area (Agriculture, Business and Office, Distributive, Home and Family Life, Trade and Technical, Health Occupations); 
    • Develops instructional and operational material and information for use of local school district personnel;
    • Consults with local vocational administrators on program development and improvement; assists in evaluation of program equipment, facilities, and curriculum and makes recommendations for improvement of instruction;
    • Makes curriculum studies in vocational education specialty areas; participates in teacher and school personnel workshops giving consultant service; determines need and promotes improvement and expansion of programs;
    • Confers with teachers with regard to curriculum, student leadership development, classroom management, legal requirements, certification and other identified needs;

Performs other work as required.

Knowledge and Abilities

Knowledge of: State and Federal laws affecting specialty; specialty subject matter; public school organization and administration; educational research and statistical procedures; current techniques of instruction and teacher training.

Ability to: interpret statutory provisions to local school authorities; plan and organize vocational educational programs; develop, evaluate, and make recommendations for program improvement; develop and stimulate others to accept changes to present concepts and standards; communicate effectively, both orally and in writing.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Desirable Qualifications

  • For Washington State Board for Vocational Education

A Bachelor's degree with emphasis in vocational education and three years of experience as a vocational supervisor or administrator, vocational instructor or vocational counselor in a public or private school or industry; or a Bachelor's degree with emphasis in vocational education and three years of experience in an occupation specialty beyond the training/learning period; and thirty (30) quarter credits or 300 clock hours of approved vocational-technical education training including a course in supervisory and administration of vocational education, or equivalent experience as evaluated by the Executive Director of the Washington State Board for Vocational Education.

Note:  In SBVE additional qualifying work experience may be substituted on a year-for-year basis (2,000 hours) for the required education (must be years of experience not used to meet other requirements). 

Note:  Training/learning period varies among occupational specialties, but is usually the three- or four-year apprenticeship or training period prior to obtainment of the journeyman or equivalent status.

  • For Superintendent of Public Instruction

Possession of a vocational director's certificate; or eligible for a five-year vocational certificate in one of the vocational program areas of vocational education for initial certification and thirty (30) quarter credits or 300 clock hours of approved vocational-technical education training including a course in supervision and administration of vocational education, or equivalent experience as evaluated by the Assistant Superintendent for Vocational-Technical and Adult Education Services, Office of State Superintendent of Public Instruction and three (3) years of experience as a certificated vocational supervisor, vocational instructor, vocational counselor, or occupational information specialist.
