Definition

(1) Serves as a designated specialist for client eligibility for social services, the training of staff who conduct client eligibility assessments, and the monitoring of staff and staff processes in meeting state and federal policies and regulations.  Conducts quality assurance audits and reviews responses to quality assurance audits, as necessitated by legal, statutory, or legislative requirements.  Reviews and approves corrective action plans.

OR

(2) Oversees the intake and coordination of client cases to include acting as the liaison with internal DSHS entities and external entities such as law enforcement, the courts, attorneys, and community-based social service organizations, and monitors these cases through the abuse, neglect, or financial exploitation hearings process to ensure the health, safety, and well-being of vulnerable children and adults.

Typical Work

Coordinates CARE activities; ensures supervisors and staff have necessary information to meet their responsibilities, and trains staff on CARE policies and procedures;

Handles all aspects of Social Service Fair Hearing and Vendor Overpayment Hearings; works with Headquarters staff on appeals;

Maintains and updates Regional FHC List as needed;

Registers staff for training; maintains and submits annual training plans; coordinate training;

Participates in quarterly case management meetings;

Prepares preliminary findings reports and Corrective Action Plans; submits these to Headquarters within deadlines;

Assists managers and staff in interpreting social service programs, policies, and procedures; obtains clarification from Headquarters staff as needed;

Supervises Social Service (non-APS) staff, Nursing staff, and clerical support, who provide HCS services; recruits, interviews, and recommends hiring of new staff to RA; Approves leave and report attendance of staff on a weekly basis;

Conducts monthly unit meeting and training updates as needed for work group;

Monitors staff work; handles complaints;

Performs other duties as required.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Desirable Qualifications

One year of experience as a Social and Health Program Consultant 3 or equivalent, 

OR 

Two years of experience as a Social and Health Program Consultant 2 or equivalent, 

OR 

A Master’s degree in social work, a health or social science, public administration or a related field; AND four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs, 

OR 

A bachelor’s degree in social work, a health or social science, public administration or a related field; AND five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs. 

Note: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.
