In the State Patrol, directs, assigns projects, and establishes priorities for the installation, maintenance, and repair of complex communications systems equipment in one of the three State regions, or the central maintenance facility; or as the agency designated technical Speed Measuring Device (SMD) expert, directs, controls, and evaluates the repair, calibration, and testing of (SMD) equipment and, provides court testimony. 

In the central maintenance facility located in Bellevue, supervises, instructs, and evaluates skilled communications personnel performing installation, maintenance, and repair on communications electronics equipment for numerous governmental agencies;  

Schedules and coordinates the installation, maintenance, and repair of communication equipment for the State Patrol and other enforcement agencies;  

Compiles and prepares the necessary reports and forms that enable the department to compile a statistical analysis for the further development of an efficient communications system;  

Authorizes overtime;  

Recommends training; 

Manages one of the three region's communications systems and supervises the Electronic/Communications Systems Technician - Field performing the installation, maintenance, and repair on communications electronics equipment for numerous governmental agencies;  

Sets systems standards for statewide microwave carrier systems, VHF radio systems, and data systems; 

Investigates and helps resolve radio interference complaints;  

Inspects communications systems sites to ascertain if proper maintenance procedures and site standards are being complied with;  

As the designated speed measuring device (SMD) expert, plans, organizes, controls, and evaluates the repair, calibration, and testing of electronic speed measuring equipment; responsible for the purchase of new SMD’s and authorizes the purchase of tools and equipment for the repair and certification of SMD’s; 

Testifies in court of law on the design, construction, and reliability of speed measuring equipment;  

Performs other work as required. 

Knowledge of:  operating and technical principles of microwave carrier systems, two-way radio systems, data systems, all electronic test equipment associated with the communications industry; basic supervisory techniques.   

Ability to:  supervise and evaluate skilled communications personnel in the installation, maintenance, and repair of communications equipment; read and comprehend technical manuals and drawings; apply the electronics industry standards and procedures in effectively maintaining communications systems in a professional manner. 

A valid General Radiotelephone Operator license issued by the Federal Communications Commission is required. 

Two years’ experience in the Washington State Patrol as a Communications Technician 1 or 2, or as an Electronic Communications Systems Technician.
