Definition

Provides staff support to the Communications Systems Director, by performing professional design, development and testing of highly complex and technical electronic systems to support the operations and maintenance of the Washington State Department of Transportation's statewide information and data microwave/fiber optic network.

Typical Work

Researches, compiles and interprets data; develops design criteria and standards for all types of systems, including highly technical communications control, test and data transmission;  

Directs and supervises assigned communications technicians and draftsperson;  

Reviews designs submitted by communications technicians;  

Writes and originates instructions, test procedures and technical and maintenance data for service support manuals for the guidance of technical and operational personnel;  

Prepares project schedules, manpower requirements and cost estimates, and bid requests;  

Submits performance and progress reports on assigned projects;  

Supervises maintenance of engineering specifications, drafting procedures, engineering reference and drafting files;  

Investigates and researches difficult problem areas relating to tests maintenance and product improvements;  

Prepares highly technical specifications for the purchase of complex new equipment;  

Performs other work as required.

Knowledge and Abilities

Knowledge of:  semi-conductor and vacuum tub theory; filter design (both passive and active); A.M., F.M., FSK, SSB and pulse code modulation theory and principles; two-way radio and microwave communication, fiber optic equipment and systems; spread spectrum technology and multiplexing technology; audio and feedback amplifier principles and design; micro electronic circuit module applications, both analog and digital; logic circuit design and principles; control engineering; remote control telemetering systems; security and alarm surveillance equipment and systems; data processing storage and retrieval.   

Ability to:  design electronic systems using discrete components and integrated circuits, both linear and digital; work with LED's, varistors, photoelectric devices and other modern solid-state developments; work with associated mathematics; produce working drawings; use computer terminal and personal computer to aid in design and data storage.

Desirable Qualifications

A Bachelor's degree in engineering, mathematics or physics. 

AND 

Four years of experience in highly technical, solid-state circuit design within the past six years involving audio frequencies, radio frequencies (VHF and UHF), control circuits, logic design and display systems. 

Additional experience and/or technical training in electronics or electrical engineering will be substituted for educational requirements on a year-for-year basis.
