MAINTENANCE - OPERATIONS ASSISTANT SUPERINTENDENT

Definition

Serves as the principal assistant to a Maintenance-Operations Superintendent or in a district office or headquarters maintenance office assists in the administration and implementation of a Highway Maintenance program for an assigned geographic area or a specialized District-wide maintenance operations program such as Bridge Maintenance or Traffic Signal program in Districts 1 or 3, or specific function of a statewide maintenance program.

Typical Work

Inspects roadway surfaces, shoulders, guardrails, drainage facilities, slide areas, etc., to determine required maintenance and collect planning data;  

Determines or assists in the determination of the priority of the maintenance projects to be undertaken; assists in the development of the annual maintenance plan including fund availability, staffing requirements and the procurement and delivery of the necessary materials, equipment and supplies; 

Recommends actions related to employment, promotion, demotion, transfer or discharge or adjudication of grievances affecting subordinates;  

Supervises and trains subordinates in the preparation and implementation of monthly work schedules; reviews monthly performance and accomplishment reports to determine efficiency and effectiveness; inspects maintenance and construction projects to ensure that specifications, policies and manual provisions are followed; plans and directs the work of special crews engaged in bridge maintenance, oiling, drainage, snow and ice control, avalanche control and/or weed and brush control; responds to emergency call-back as necessary;   

Investigates utility and encroachment franchise or permit applications to ensure conformance with policy, traffic safety and minimum interference with signing, guardrails, future maintenance and construction plans; writes specifications; conducts inspections to ensure that permitee conforms thereto;  

Inspects bridges and structures to determine the required maintenance for roadway surfaces, electrical and mechanical components, railings, caps, stringers, piers, columns, pilings, footings, bulkheads, expansion joints, channel guides, draw rests, etc.; 

Directs specialized crews in the District-wide repair of bridges and structures; trains and instructs subordinates in determining the types of repairs to be done, planning of required staff, materials and equipment and scheduling of project implementation; 

Supervises and trains personnel engaged in the installation and maintenance of complete traffic signal and illumination systems;  

Supervises the inspection of the installation (by contract) of traffic signals, illumination systems, closed circuit television remote control circuits, electrical gates and barricades, etc.;  

Assists in planning and designing new traffic control installations; confers with project engineers and contractors regarding the installation of traffic signal and illumination systems;  

Monitors the level of staffing and spending on a monthly basis; 

Develops, monitors and coordinates District fiscal year and biennial maintenance budget; 

Coordinates efforts for the adopt-a-highway program;  

Supervises the preparation of purchasing and accounting records, timekeeping and per diem records, equipment records and other records and reports;  

Monitors implementation of the safety program; participates in safety meetings; gives training on safety subjects; monitors disbursement of the safety bulletin and other safety information; maintains a record of all accident reports; makes periodic checks at job sites to ensure that proper signing and flagging procedures are adhered to; ensures that all maintenance staff are issued the proper personal safety equipment; 

Participates in public relations program; answers public complaints and inquiries; explains Department of Transportation policies; 

Responds to emergencies 24 hours a day; 

Performs other work as required.

Knowledge and Abilities

Knowledge of:  all phases of highway maintenance; construction methods and techniques; bridge construction and maintenance; heavy equipment operation and maintenance; electrical codes and electronic circuitry; asphaltic materials; explosives; herbicides; Department of Transportation maintenance standards and reporting system; Department of Transportation policies and procedures; principles of a safe work environment.   

Ability to:  determine maintenance requirements for roads, bridges and structures; operate radio/signal test equipment; analyze and repair circuitry problems; read and work from plans and blueprints; write reports and keep records; plan, assign, supervise and evaluate the work of others; establish and maintain effective work methods and schedules; meet and deal with the public.

Desirable Qualifications

One year of experience as a Maintenance Supervisor, Traffic Signal Supervisor, Electronic Supervisor, Transportation, Maintenance Supervisor, Bridge.   

OR 

Four years of experience as a Maintenance Lead Technician, Maintenance Technician 3, Traffic Signal Technician 3, Electronics Technician 3, Transportation, Maintenance Lead Technician, Bridge, Maintenance Specialist, Transportation, Sign Installation Specialist 2 or Transportation Engineer 2.   

A valid driver's license is required.
