Definition

Manages all applications processing activities for site certification of major energy facilities under the jurisdiction of the Energy Facility Site Evaluation Council; and/or manages and coordinates all compliance monitoring activities at major energy facilities certified by the Energy Facility Site Evaluation Council.

Typical Work

Supervises and coordinates the work of professional energy facility siting specialists who provide analysis of the engineering, environmental and socioeconomic aspects of applications for site certification of major energy facilities; 

Maintains liaison with applicants, the Council's independent consultants, Federal, State and local agencies, legal counsels, intervenors and other public and private interests; 

Prepares requests for proposals from private consultants; reviews proposals and bids; assists the Council's Application Processing Committee in selecting consultants and preparing contracts; 

Develops, for Council review, schedules for field trips, project orientations and hearings; acts on Council directives to arrange meetings and public hearings; 

Attends Council and committee meetings, ad hoc meetings and hearings; 

Performs other duties as required.

Knowledge and Abilities

Knowledge of:  principles and practices of either urban and regional planning, engineering or environmental protection; laws, trends, policies and programs affecting the siting of energy facilities; personnel management philosophy and practices. 

Ability to: supervise and coordinate staff activities; develop long‑range work plans; establish and maintain effective working relationships with representatives of governmental agencies; civic organizations, applicants and contract consultants; interpret and apply Council policy; speak and write clearly and concisely.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Desirable Qualifications

Two years as an Energy Facility Site Specialist or two years of professional experience in engineering, environmental control, environmental analysis, or a closely related field.

OR 

A Master's degree in engineering, in natural or physical science, in urban or environmental planning or a closely allied field and five years of professional experience in project management or review with major involvement in environmental concerns. Two years of the experience must have been in a supervisory capacity. 

Two years of professional experience in the appropriate field may be substituted for the Master's degree, provided a Bachelor's degree has been attained in one of the above disciplines.
