Performs independent, professional analysis of the engineering, environmental or socio‑economic aspects of energy facility applications submitted to the Energy Facility Site Evaluation Council.

Participates in the processing of applications for site certification and land‑use compatibility as a subject‑matter specialist on a multi‑disciplinary team of Energy Facility Site Specialists; 

Makes recommendations for the preparation of Requests for Proposals and the evaluation and selection of independent consultants; 

Briefs issues and provides information for deliberations by the Energy Facility Site Evaluation Council; 

Leads team activities in the consideration of project information sources, schedules, alternatives, mitigations, aesthetics and safety as they pertain to the position's field of specialty, i.e., socio‑economic and cultural values or type, size, design and engineering of the facility or environment and health of the affected area; provides technical expertise to the development of effective and enforceable conditions for the certification document; 

Conducts field investigations in area of position's specialty on own initiative or at the request of the Council; models, reviews and compares impact statements for the proposed facility with the realized effects of existing facilities; 

Provides technical assistance to Hearings Examiners and maintains liaison with legal analysts; 

Performs other duties as required.

Knowledge of:  principles and practices of either urban and regional planning, engineering or environmental protection; laws, trends, policies and programs affecting the siting of energy facilities. 

Ability to: establish and maintain effective working relationships with representatives of governmental agencies, civic organizations, applicants and contract consultants; work independently; analyze large volumes of data and develop plans of action; speak and write clearly and concisely.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

A Master's degree in engineering, in natural or physical science, in urban or environmental planning or a closely allied field and three years of professional experience in engineering, or as an environmentalist or wildlife biologist, or in urban or regional planning, or a closely allied field. 

Two years of professional experience in the appropriate field may be substituted for the Master's degree, provided a Bachelor's degree has been attained in one of the above disciplines. Selective certification may be approved for specific positions.
