Definition
In the Department of Ecology, this position serves as a specialist and designated trainer requiring certification in a specialized area such as pesticide application, chainsaw operation, incident response, wilderness first aid and wildland firefighting. Trains, mentors, and ensures the safety of WCC Crew Supervisor 1 and WCC members and acts as the program contact with partner agencies. Advises management on policies and procedures for the specialized training area.
Distinguishing Characteristics
This is the specialist level of the WCC Crew Supervisor series. In addition to performing the work of a WCC Crew Supervisor 1, serves as the specialist for advanced skill-based training for WCC members and WCC Crew Supervisor 1 positions. Work assignments vary widely, based on day-to-day field project requirements.
Typical Work
Facilitate mobilization activities and monitor spending to ensure adherence to proposed budgets;
Advise management staff and draft project-specific policies and procedures including best management practices and protocols of the specialty area;
Incorporate best management practices, policy and protocols from public organizations and state agencies that sponsor WCC projects;
Provide specialized training for WCC members and WCC Crew Supervisors. Develop course materials pertaining to the specialized training. Oversees implementation of the specialized training;
Coordinate training course schedule and payment to vendors for recertification annually;
Represent the agency, WCC and AmeriCorps at regional and national conferences;
Conducts specialized training for WCC members a minimum of twice annually. Certify completion of the course by attendees. Maintain accurate records of certifications necessary for specialized training;
Monitor staff performance in the use of the specialized skills to determine if there is a need for retraining/certification. Provide project-specific technical consultation and expertise;
Act as technical advisor and liaison with local, state, and federal partners for work projects to be completed by WCC members;
Manage the completion of assigned projects, including communication, assignment of individual tasks for WCC members, ensure work is performed to meet project specifications and standards;
Train crew members in the safe operation and maintenance of small power tools, chain saws, weed-eaters, drills, augers, laser transits, and hand tools such as shovels, hoes, rakes, hammers and axes;
Develop, plan, and monitor projects to complete cleanup and rehabilitation of Puget Sound ecosystems, salmon recovery for the State, and recreational and environmental enhancement projects for local, state and federal organizations;
Respond quickly to disasters including floods, wildfires, landslides, droughts, hurricanes, tornados, and spill response which may require overnight travel and long periods of assignments to a temporary duty station that is not within a 30 mile radius of permanent work station.
Legal Requirement(s)
There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.
Desirable Qualifications
A Bachelor’s degree in Environmental Studies, Forestry, or closely related field, and one year of WCC field experience.
OR
Satisfactory completion of a two-year Forest Technology Vocational Program and three years professional level experience in forestry, agriculture, aqua culture, engineering, geology or a related natural science.
OR
Minimum of two years’ experience at the WCC Supervisor 1 level.
AND
Possess and maintain appropriate specialized licenses and two years of experience with the certification.
Qualifying military experience can substitute year for year for field experience.
