Definition

Directs an Electrical Engineering Unit which is staffed by at least one senior-level registered professional engineer or performs as the senior-level Electrical Engineering specialist designing electrical systems for buildings or other transportation structures and operations or vessel marine systems and equipment for the Washington State Ferry System; or performs as a consultant on electrical systems design, and may supervise other engineers.

Typical Work

As a senior-level engineering specialist, determines design and prepares bid documents consisting of drawings and specifications for building communications, power, heating, interior and exterior lighting, and general electrification systems;  

Coordinates an interface as the Agency representative for power and communications requirements with applicable utility suppliers;  

Supervises engineering personnel in the preparation of drawings, specifications and estimates;  

Provides review of equipment specifications and submits data and observes construction in the field for compliance with contract documents;  

Performs as the Agency Electrical Service System Consultant and provides expert consultation to regional staffs and Headquarters staff;  

Provides research and evaluation of electrical equipment and materials for use in Agency electrical building systems; 

Performs special assignments as directed, involving review of proposed codes and/or code modifications; prepares review budget estimates and special engineering reports;  

Performs other work as required.

Knowledge and Abilities

Knowledge of:  theory, principles and practices of electrical engineering, particularly hydroelectric and thermo-electric power development, generation and distribution; State and Federal laws, Federal Power Commission regulations, court decisions and Attorney General's Opinions regarding power development; operations and policies of Columbia Basin Inter-Agency Committee; electric utility economics; geometry, calculus and engineering formulas; methods of stream and glacier measurements; organization and policies of Atomic Energy Commission.   

Ability to:  organize, direct and supervise professional and sub-professional engineers, power economists and researchers; exercise sound, independent engineering judgment in solution of electrical development problems; deal tactfully with public, governmental and industrial officials.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Desirable Qualifications

Registration as a professional engineer in the branch of electrical engineering in the State of Washington or another state based on registration requirements equivalent to those in Washington.  

AND 

Two years of professional electrical engineering experience as a registered engineer in electric distribution and building and structures services systems design and application, or marine vessel systems design applying A.B.S. and U.S.C.G. standards.   

NOTE:  Requirements for professional registration as an engineer in the State of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams.  Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the branch of electrical engineering in the State of Washington within six months of appointment to this class.
