Definition

Within a Developmental Disabilities Administration Residential Habilitation Center, or State Operated Community Residential program, serves as a duty officer; or coordinates the 24-hour services for attendant counselors including consultation to ensure ongoing compliance with residential service requirements, guidelines and rules; or serves as the intra-institutional liaison for in-service training, orientation, and policy or procedure development. Works under the general supervision of a RHC PAT Director, SOCR Program Administrator or other designated supervisor.

Typical Work

In the absence of the Attendant Counselor Manager or other higher level management positions on the campus, is the primary contact for attendant counselor needing policy and procedure interpretation; implements infection prevention measures; responds to unanticipated incidents or conditions; notifies administrative staff of critical incidences; monitors the actions of the attendant counselors ensuring that staff are following individualized program plan guidelines;

In conjunction with the Attendant Counselor Manager, provides for staff scheduling, staffing, coverage, and other personnel matters;

Responds to all emergency calls from living units and across campus;

Assists with investigations and research including ensuring the incident report is thoroughly completed, the resident is protected, medical professionals and guardians are notified; at the direction of the superintendent or designee, reassigns staff;

Performs safety audits; reports safety issues to appropriate personnel for correction;

Serves as a consultant to management in matters relating to attendant counselor; resident concerns and facility concerns;

Coordinates service delivery actions within the RHC and/or monitors and participates in special projects intended to enhance the quality of the program;

Assures compliance of attendant counselor activities with appropriate federal, state and local program requirements;

Coordinates compliance with safety, sanitation and housekeeping standards;

Investigates accidents or special incidents and makes reports to regulatory agencies, guardians and to the chain of command for RHC or SOLA;

Maintains records; reviews and prepares reports; coordinates community activities;

Assists with the development of policies and procedures governing day-to-day activities for residents with staff;

Conducts and/or serves as consultant and liaison between professional services and program units in matters of in-service training orientation and the implementation of policy or procedures;

Performs other related work as required.

Knowledge and Abilities

Knowledge of: IC/FIID and Nursing Facility regulations, organization and management of living units for developmentally disabled; care and training of the developmentally disabled; personal hygiene and sanitation; in-service training programs; principles and aims of ICF/MR IID habilitation programs as well as the Nursing Facility Individual Plans of Care and professional services.

Ability to: adapt general policies to a specific situation; schedule work; train others; maintain effective work methods; keep records; prepare and review reports; secure and maintain confidence and cooperation of developmentally disabled; establish and maintain effective working relationships with others; utilize technology to complete day-to-day processes; follow written and oral instructions.

Desirable Qualifications

High school graduation or GED and three years of experience working with clients with developmental disabilities.

OR

Three years of experience as an Attendant Counselor 3 equivalent or higher-level class.
