Definition

Advises program administrators on matters relating to community or institutional nursing services within various programs of State Department of Social and Health Services.

Typical Work

Assists Chief, Division of Nursing, in formulation of division policies, development of nursing standards, selection and evaluation of personnel, and supervision of coordination of nursing consultation services; 

Assists nursing consultants in planning and developing nursing services in various programs in Department; works in field with consultant as necessary; 

Plans and conducts in‑service education for staff of Division of Nursing; confers with program directors and nursing consultants regarding nursing staff educational needs; 

Identifies nursing educational needs for service personnel within State; promotes educational programs; participates in planning and conducting educational programs; 

Writes educational materials related to nursing, public health, or health care facilities for use in State Department of Health programs or for publication; 

Initiates or contributes to studies within State relating to improvement of nursing services and patient care; 

Serves as liaison to other State departments and professional organizations in activities pertaining to improvement of health services; 

Performs other work as required.

Knowledge and Abilities

Knowledge of:  principles and practices of public health nursing and other professional nursing; nursing service administration and supervision in public health or institutional nursing; effective teaching methods; governmental and private health agencies and resources; principles of supervision; laws and regulations governing programs; research and survey methods. 

Ability to: establish and maintain effective relationships with groups and individuals; plan and coordinate work of others; speak and write effectively; analyze situations and make and evaluate suggestions; implement plans.

Legal Requirement(s)

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.

Desirable Qualifications

A Master's degree in public health or in nursing

AND 

three years of experience in public health or institutional nursing in an administrative, supervisory, teaching or consultant capacity. 

Note: A valid Washington State license to practice as a registered professional nurse is required. 

Selective certification is authorized for specialization required.
