Definition

Serves as lead or senior level technician and performs work in layout, construction and installation of electronic and safety equipment. Troubleshoots, maintains, repairs and tests, analog, and/or digital electronic equipment. Delivers and installs equipment, calibrates test equipment. Assembles scientific instruments or electronic air monitoring systems. Implements and evaluates workflow priorities. Develops and disseminates instructions and information to unit personnel. 

OR

Serves as lead or senior level technician for installing, maintaining, repairing and testing analog or electrical and electronic systems used in security and alarm surveillance on a 24/7 basis. Instructs personnel in the proper operation and minor maintenance of this equipment to include maintaining and supporting security computer system Local Area Networks, hardware, software, and equipment that operate the security and/or communications systems.

 

Typical Work

Directs daily assignments of lower level technicians in installation, operation, maintenance, troubleshooting, adjustment and repair functions for the air monitoring network;

Performs shop or field testing, adjustment, troubleshooting and repair (replaces integrated circuits, transistors, resistors, capacitors, etc.) of electronic systems, equipment and devices; constructs, calibrates, designs, develops and/or modifies electronic instrumentation;

Fabricates and tests air flow connectors and electronic circuitry in accordance with schematics and diagrams; improvises as the job requires;

Checks, adjusts, calibrates and repairs a wide variety of recording and indicating devices and equipment such as ultraviolet photometric, ultraviolet fluorescence, digitally controlled nondispersive infrared, chemiluminescent, and particulate samplers, strip chart recorders and computerized data transfer equipment;

Performs research and development on environmental monitoring systems and evaluates newly developed air monitoring instrumentation; reports results to management;

Installs and maintains internal security systems to include electronic surveillance and ensures that such systems remain operational and effective;

Conducts frequent inspections and tests to ensure that the security systems are functional and adequate;

Provides technical assistance, advises and instructs personnel from the department, other agencies, and the public in the use and maintenance of electronic instrumentation systems and devices;

Instructs employees in use and minor repairs of surveillance systems;

Services and repairs communication radio equipment; makes frequency checks to ensure the stations are on frequency and within modulation limits;

Trains lower level technicians and may train local air pollution agency staff in operation, maintenance, repair and troubleshooting of air monitoring equipment;

Consults with contractors on installation and design of surveillance and perimeter systems;

Develops preventative maintenance procedures, schedules and forms;
Keeps records of work performed and supplies used; orders supplies as needed;

Prepares reports for management review;

Develops quality assurance procedures for proposal to management; reads, records and tabulates chart and instrument data with understanding of zero deviations and abnormal or erratic fluctuations; interprets erroneous readings and reports causes to management; prepares quality assurance reports and summarizes;

Maintains and operates electronic test equipment, including digital multimeters, oscilloscopes, signal generators, frequency oscillators, electronic counters and power supplies;

Uses and maintains air flow systems, including manometers, critical orifices and flowmeters;

Troubleshoot, repair, maintain, calibrate, and test mechanical, electro-mechanical, analog and/or digital equipment or apparatus such as monitoring devices, programming and timing devices, signal generators, meters, gauges, test chambers, power supplies, relay controls, meteorological or seismological measuring equipment, microprocessor-controlled operant chambers;

Isolate problem(s) including using and/or creating diagnostic software as needed to locate malfunction(s); perform mechanical, electro-mechanical, or electronic repair(s); perform electronic repairs to system, board, or component level; calibrate and/or test for proper operation;

Assist and/or oversee vendor warranty repairs;

Following general description of functions and schematics from professional and technical personnel, construct electronic equipment such as computer-interfaced prototypes, microprocessor controlled devices, or test instruments; generate block diagram(s), design relevant circuits and circuit board layout, write software to drive microprocessor(s), and select components; build using hand and power tools such as soldering guns, drill presses, torches, band saws, grinders, etc.; test, debug, and modify as necessary to ensure proper operation; prepare appropriate documentation such as parts layout, schematic(s), and calibration procedure;

Consult with professional and technical personnel on design concept, equipment requirement(s), feasibility of fabrication and safety features and design computer interfaces with existing apparatus such as AC-DC power supplies, photo-relay circuits, timing devices, shock apparatus, visual and audio stimulus circuits, operant boxes, or recorder interfaces; modify and install commercially-built electronic and mechanical apparatus for use in experimental or research applications;

Perform preventive maintenance on electronic and electronic test equipment; test, diagnose, adjust and calibrate to appropriate standards;

Develop inventory lists; order, stock, catalog and store electronic components such as transistors, resistors, circuit boards, capacitors, inductors, tubes, connectors, etc;

Confer with faculty, staff, clients, vendors, students, and/or supervisors in determining equipment problems or fulfilling service requests;

May maintain technical reference library and maintain database files for equipment inventory;
May perform incidental maintenance or repair on computers;

May supervise lower level staff.

Knowledge and Abilities

Knowledge of: theory and operational principles of electronic systems, equipment and devices; methods, tools, materials and test equipment used in installation, operation, maintenance, testing, adjustment, troubleshooting, repair, construction, calibration, design, development and modification of industrial electronic instrumentation; physics, chemistry and electronic theory used in ambient monitoring instrumentation; practices of quality control; practices of planning, scheduling and availability of resources; safety precautions; record keeping and report preparation. 

Ability to: recognize and repair defects in complex electronic systems, equipment and devices; understand schematic diagrams, instructional manuals, drawings, plans and sketches; plan assignments detailing or rec G ending methods for achieving solutions; analyze field data and evaluate ambient monitoring equipment; prepare reports, maintenance schedules and procedures, and quality control summaries; modify, design and fabricate electronic instrumentation; maintain effective work methods and work schedules.

Desirable Qualifications

One year of experience as an Electronic Technician 3

OR 

Five years experience as an electronics technician in installation, operation, maintenance, repair and use of industrial or scientific electronic and measurement equipment. Full-time training in electrical engineering, electronics, physics, chemistry or closely related field may be substituted, year for year, for up to two years of the required experience.
