Definition

This is the supervisory or expert level of the series. Supervises the work of Construction Project Coordinators and/or others involved in major building, vessel or utilities construction projects.

Typical Work

Administers advance planning for upcoming vessel construction, and renovation including budget development, expenditure monitoring, and specification development;  

Prepares engineering estimates for new construction, renovation, and repair work to be accomplished in private shipyards; 

Prepares engineers estimates for original work packages and change orders.  Evaluates and approves change order proposals submitted by contractors; 

Develops project budgets and estimates for new construction and renovation projects; 

Assists in negotiations with contractors when change is required during the course of a project; analyzes change requirements and makes change requirements, costs, and schedules; 

Establishes estimating standards and maintains an estimating database; 

Develops and updates standardized procedures for estimating labor and materials costs for institution construction and maintenance activities; 

Analyzes capital construction programs and determines probable project construction costs for budgeting purposes;  

Serves as the chief estimator for vessel engineering, developing engineer’s estimates for vessels being constructed, renovated and repaired.

Desirable Qualifications

Bachelor’s degree in architecture, naval architecture, engineering, building construction, marine engineering, or closely allied field AND six years of progressive relevant professional experience.
