Class Series Concept
Definition
This is the senior level of the series. Positions at this level plan a variety of engineering project activities and direct and coordinate the work of engineering and architectural personnel on a variety of engineering activities. Under general direction, positions at this level exercise primary responsibility for execution of engineering activities related to major construction, remodeling or plant operations engineering projects or a number of such minor projects with many complex features.
Typical Work
Independently defines the scope of the engineering problem and develop appropriate engineering resolution;
Performs highly complex engineering tasks, e.g. analyzing entire utility distribution systems, preparing engineering technical programs for design and development by consultants and/or staff engineers, approving system submittals and reconciling conflicting design philosophies, and design, space and interface requirements;
Assignments require extensive engineering research and analysis of engineering systems, facts, principles and practices, and development of engineering procedures and/or techniques;
Plans, direct and coordinate major engineering project or a number of small complex projects;
Coordinates preparation of long-range engineering plans and estimates for major projects;
Develops design criteria, structure and safety codes, and maintenance and operating programs;
Initiates and finalize construction and utility permits, licenses, and agreements and related documents;
Prepares highly complex designs and specifications for assigned projects;
Directs the work of consulting engineers and assigned project support staff;
Reviews and approves materials submittals, change orders and other contract requirements;
Evaluates bids and recommend award of contracts; approve contract payments.

There may be instances where individual positions must have additional licenses or certification. It is the employer’s responsibility to ensure the appropriate licenses/certifications are obtained for each position.
Desirable Qualifications
Positions typically require a Bachelor’s degree in Engineering and three years of applicable experience. Some positions require registration as a Professional Engineer with the State of Washington.
